You can take an ADO BUS to CANCUN centro ($3 USD) and from centro
Taxi from the bus station to El Gran Puerto (Puerto Juarez) to Isla Mujeres

From Cancun Airport you can take a "COLLECTIVO" Shuttle Van for about $19 USD per person. As you leave the Cancun Airport building you will see many white vans and a starter manager who sells tickets for the Collectivo Vans Tell them you want El Gran Puerto (Puerto Juarez) ferry.
